As I understood it, one of WATPA's primary missions was to try to ensure that
Westchester County had the same telecommunications capabilities as Palo Alto
or any other community.

What is WATPA doing to help the movers-and-shakers to address this
opportunity?
Do these people know what is needed, what is critical to achieve this
capability and how best to proceed?

Somehow Palo Alto seems to have made it happen. What is WATPA doing?
