VIRGINIA LIBRARY BARRED FROM SOFTWARE-FILTERING
U.S. District Judge Leonie M. Brinkema in Alexandra, Virginia, has decided
against a Loudon County (Virginia) library system that wanted to use
software filtering to shield minors from sexually explicit material on the
Internet. Brinkema, a former librarian, ruled that the Library Board's
policy "offends against the guarantee of free speech in the First Amendment"
by constraining Internet access for adults, even though the policy had been
aimed at protecting only children. (Washington Post 24 Nov 98)
