Net Tax Ban and Antiporn Bills Pass

As expected, Congress Wednesday approved a controversial new Internet
antipornography plan designed to keep children away from "harmful"
material online. Unlike the sweeping 1996 Communications Decency Act,
which the Supreme Court deemed unconstitutional, the new bill applies
only to Internet businesses, and includes language that proponents say
is more specific than previous efforts. Detractors maintain that the
bill is still too broad and infringes on free speech rights. The
American Civil Liberties Union and other activists who brought the
Supreme Court case have vowed to take the new proposal to court if it
becomes law. It very likely will--President Clinton has publicly
supported the measure from day one.
