We do both here (Ohio) but they're not installing any new frame ports.
Can we talk about shortfall liability for a second? How enforceable is
Verizon's shortfall liability clause if their installation/service issues
are preventing us from meeting our commitment level? Anybody else worried
about this?

Yes, Verizon East does ATM only.
Verizon West was actually a different network they bought (GTE?) so they are
different networks.
This doesn't mean you have to leave. :-)
