For those of you who missed the last meeting, below is an outline of the =
presentation I prepared for the County Board of Legislators. In =
addition, I also put together a tour of a few dozen county sites on the =
World Wide Web showing illustrations of all the points in the =
presentation. =20

For a first step, I believe we received a positive response. We look =
forward to assisting the county even more in the future.

Over the next few months, as you find sites of interest on the Internet =
or have other suggestions to add, please feel free to forward them to =
me.

Westchester Alliance For Telecommunications And Public Access

1. Access To Government -- The Basics
a) County-sponsored events, meeting schedules and agendas
b) County Legislature Web page
c) County web pages with real content

2. Access To Government -- Detailed Content
a) Sharing internal, but non-controversial, information with the public =
-- highways on-line
b) Information about particularly sensitive issues -- for example, =
revaluation of property
c) Information about where taxes go -- the county budget

3. Access To Government -- Political Participation
a) On-line voter registration, absentee ballot forms, election results

4. Access To Government -- Interaction With Residents
a) Taking citizen statements through electronic mail and the World Wide =
Web
b) On-line information about various applications/permits and on-line =
filing of form
c) Providing Internet access for all, through public computers at =
libraries, town halls, etc.

5. Virtual Coordination Of Municipal Services
a) Emergency services and evacuation plans
b) Location of municipal resources, such as fire/ambulance vehicles
c) Municipal procurement, to get to a wider market

6. Realistic Assessment Of Our Present Situation
a) Survey of telecommunications infra-structure
b) Filings of all telecommunications construction with the county which =
are now dispersed in the municipalities
c) Review county activities and whether they will help or hurt in the =
information age -- the real estate bias

7. "Pro-Active" Planning For Our Future
a) Demand better service from telecommunications companies
b) Take the lead in unifying the various sporadic efforts to get funding =
for Westchester's telecommunications infra-structure

8. Technical Issues
a) How to offer data without opening up the county's computers to the =
Internet
b) The intermediary role of WLS or similar organization
