Proper mode for Static IP: Draytek 2800, Richmond, VA (Verizon)

Hi all,

I have had no end of trouble connecting my new Draytek 2800 series ADSL
modem/IPSEC router to the Verizon network.

Never had any trouble with AT&T (in any region) or BellSouth...We have
static IPs with IPSEC VPNs in all our locations.

We were told by Verizon that we have a "Static IP" and to simply assign the
modem as such in the configuration, with a VPI of 0 and VCI of 36, and to
choose "Routed Bridged" mode.

My choices in the modem setup are as follows:

1483 Bridged IP LLC
1483 Routed IP LLC
1483 Bridged IP VC MUX
1483 Bridged IP VC MUX (IPoA)
1483 Bridged IP LLC (IPoE)

A Verizon call center employee was not very helpful, I had to call twice to
get the VPI and VCI. The first guy said "we don't give out that
information"

My problem is that the modem they have is fried and this is for a retail
store. Does anyone know which mode I should choose? I get DSL SHOWTIME
with G.DMT, the static, and some of these settings, but no WAN *IP* packets
transmit or receive and I cannot ping the IP or address its web interface.
What am I missing?

As a last resort, if someone in the Richmond, VA area can contract to get
this up for me I would greatly appreciate it. We have other Verizon stores
with working Westell-stamped modems and 3COM OfficeConnect VPN routers, but
this isn't as much of a hurry as this one particular location which has had
a few days of downtime.

If I cannot get this store up by tomorrow morning, I will contact VZ, get a
new VZ modem and overnight the store an external IPSEC router.

Any help would be greatly appreciated.
