OK, here's my two cents. When the government "asked" Verizon (and all carriers) to deploy fiber it was agreed that they could and would be granted relief from the "shared" responsibility enjoyed by ISP's and CLEC's. So Verizon made the decision to spend as little as possible on copper and "invest" in NBF (nothing but fiber). Well now they are exercising their right to refuse sharing with anyone else. Now their main concern is to keep voice CLEC's off their facilities but ISP's deploying VOIP are a natural threat to them and like any self protecting entity they simply site the FCC ruling that they are not allowed to share it. Remember this they didn't get to be a monopoly by accident. All I want is for the copper facilities to be "taken over by the government" and managed by a third party company on a contract basis where all users, including Verizon, would pay a monthly fee to use the lines. Verizon will tell you they have fully depreciated the copper plant facilities and so they would not be out a dime. A third part (not in the phone or data business) would manage, buildout and upgrade copper for the rest of us little guys. Then we would have a fair and level playing field. Let the games begin.....

I think that was the excuse I remember hearing, but I can't be sure.
