Eric,

My understanding is that once Verizon installs fiber into a house
there is no copper, therefore no DSL options; the occupants can only
get FIOS internet. Of course, Verizon doesn't mention that to the
customers when taking the FIOS order. If your customer wasn't
informed that the FIOS TV would remove his option to have DSL, he can
probably make a stink about it, but don't expect Verizon to make it
easy for the customer to get back on your DSL. It's more likely that
they will pitch their FIOS internet as superior to the DSL.

Maybe you can check with your account manager to see what options are
available? Please let the list know how it turns out.
