MTU size is wrong.
Both ends of the span must be the same.

I saw symptoms very close to these on an ADSL line-- mine at home, in
fact. Similar thing: packets up to a certain size would be fine,
anything larger would have a lot of loss. It was interesting, I could
do DNS lookups as long as the response packet was very small, could do
TCP connections as long as any given data transfer was small. In my
case it turned out to have been a DSL speed change that was done
incorrectly, or actually incompletely. I didn't find out all the
details, but the upshot seemed to be that more than one set of
parameters needed to be set in parallel, and only one of them had been
done. (I'm guessing it was something like a {link speed, PVC shaping}
coordination.)
