It got to the list but I guess we all don't know. I just took the UBR
for 1.5 and doubled it. I also did similar scaling for the 7Mbps
service. It seemed to work fine

The UBR sets the maximum speed for a circuit. If you set it too low
then throughput it a bit slower. If you set it too high then packets
are dropped and datarate is really bad.
