Do you get 1 PVC per customer, or do they agragate customers on the same PVC
?

If you get one PVC per customer, you can use MRTG directly on the frame PVC
to gather statistics. As far as I know PPPOE will only work over ATM
(mainly becaue ATM uses ethernet (the E in PPPOE) for it's transport and
frame doesn't.
