T3 config

I am in the processing of switching my DSL customers from a number of T1
Frame-Relay lines to a T3 ATM line. Our test DSL person is having
problems with packet loss. Verizon says the problem is that I am
sending the packets to the switch too fast. I have played with UBR and
VBR settings on the PVC without success. Does anyone have a same T3
config for the Cisco 7200 they can share with me?
